How The Program Affects You

Drive Clean is a testing and repair program starting in 1999 and is designed to cut smog-causing emissions from vehicles. Initially, the program will affect the Greater Toronto and Regional Municipality of Hamilton-Wentworth areas. Passing an emissions test every two years is a requirement for the renewal of vehicle license plates, depending on where the vehicle is registered and its model year.

Program testing will include cars and light-duty trucks that are more than three, and less than 20 model years old. All such vehicles with even-number model years and a license plate renewal date of April 1 or later will be required to pass the test in 1999. Vehicles with odd-number model years must be tested before their registration renewal in 2000.

The program is administered by the Ministry of the Environment and will be closely monitored to ensure that it is both fair and effective. With full implementation it will cut smog-causing pollutants from vehicles by up to 22% in the program areas.
